This converger tests the following ratio,

$$\mathbf{\dfrac{\left|E\right|_\infty}{\left|U\right|_\infty}}\leqslant{}tol.$$

where $\mathbf{E}$ denotes the error vector set by other solvers, etc., and $\mathbf{U}$ denotes the total displacement of the system.
